It has long had two completely different<br />problems. Firstly, under-funding. Secondly, the gross incompetence of its<br />administrators. And those two interact. If you give more money to incompetents<br />they just waste it. If you recruit competent people into an underfunded<br />organization they get frustrated and leave.<br /><br />And those are just the first three I thought of.<br /><br />I sympathise with the government's handling of this - mistakes, mis-steps and<br />course corrections included. Despite all the pompous, dogmatic posturing in<br />social media, no one really knows the "right" thing to do.
